ChatGPT Ads reach 31 European markets today, opening a thin-auction window for small teams

OpenAI's conversational ad channel switches on across the EEA plus Switzerland on August 24 through agency partners, with self-serve Ads Manager access following later this summer.

OpenAI switches ChatGPT Ads on across 31 European markets today, moving its six-month-old advertising business from nine countries to forty in a single wave. Buyers in the new geographies transact through Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus starting this morning; the self-serve OpenAI Ads Manager arrives for European advertisers "later this summer," per the event page for today's launch.

The framing OpenAI is testing is that inventory isn't clicks or impressions but conversation. Users, the company writes, are "actively exploring, comparing, and making decisions" inside chat sessions. Colin Fleming, enterprise CMO at OpenAI, told Adweek that ChatGPT reaches one billion weekly active users and that 20% show commercial intent, with ad revenue up more than 25% since the start of August. TechTimes reports the business is approaching a $1 billion annualized run rate.

Growth on the buy-side has been uneven, but fast. "the ad platform that we are using now is not the platform that was released as a pilot in April at all, it's actually grown massively," said Victor Batista, senior director of paid media at Jellyfish. The U.S. self-serve tool that launched in February with a $50,000 minimum has since dropped that floor entirely, per Digiday.

Europe, though, isn't a copy of the U.S. surface. Placements at launch are contextual only, keyed to the current conversation topic, city-level location, device, time of day, and language under GDPR's legitimate-interest basis. Past chats and stored memories are explicitly excluded. Personalization requires a separate opt-in. Ads appear inside ChatGPT Free and ChatGPT Go; Plus, Pro, and Enterprise remain ad-free.

The structural read is the interesting part. None of the five reporting outlets publishes European CPC or CPM figures, and the self-serve tool that would let small teams bid directly isn't open yet. That means the first weeks of the European auction are gated to holdco desks importing U.S. playbooks into a surface with a smaller signal set. Historically, that pattern (Google's 2000 AdWords launch, Meta's 2007 self-serve rollout) has produced a brief window where late-arriving small advertisers pay meaningfully less than they'll six months later, because the aggregators haven't yet built out the auction density.

OpenAI's own posture is that today is a beginning, not a milestone: "we are still early in building the full potential of ChatGPT Ads." Advertisers reading that sentence should treat it less as marketing and more as pricing guidance.
